Commission guidance

EUROPEAN COMMISSION'S MOREQ PROJECT

Marc Fresko and Martin Waldron are leading a project funded by the European Commission to develop a set of model requirements for the management of electronic records.

The MoReq – Model Requirements for the Management of Electronic Records – project is part of a wider initiative by the Commission to give clear guidelines to organisations on adopting best practice in managing and controlling the capture, storage, accessibility and distribution of electronic information.

The contract requires that the final report is delivered in Spring 2001.

The project has gone through a series of validation steps, to identify areas of the model that need modification, addition and removal:

  • The specification has been first reviewed by an independent UK records management consultant with further comment and input from a panel of records management experts from various European countries.
  • The next stage is that MoReq is sent for review to seven organisations representing both the public and private sector, including central and local government, defence, finance and the pharmaceutical sector.
  • The penultimate validation step is by three leading suppliers of ERMS systems.
  • Finally, European experts undertake a final review.

The importance of companies having effective ERM systems in place has been taken up with a wider brief by the European Commission.

The EC has funded a project to develop a model set of requirements for ERMS for companies to adopt to meet best practice in managing electronic records.
