4. Make re-use the obvious choice.

Like all customers, regions are looking for solutions to their problems. Giving a country just a pre-configured system is not enough. It is perfectly feasible for two regions to use the same system in very different ways. Without consistency, consolidated reporting is nigh on impossible.

Moreover, if regions have had to work out for themselves how system use fits into daily life, aside from time wasted ‘re-inventing the wheel’, they will become increasingly precious about their own solution and resist future change.
